Meet with a few Architecture, Design or Design/Build firms until you meet someone you feel comfortable and have a connection with. Understand that you will be spending a lot of time with them, so you want to feel good about your decision. Ask for references and a physical project you can either drive by or some occasions get a private tour.
Every insurance company has different requirements. In any case if they are asking for an estimate, unfortunately, without proper design-construction plans there is no way a contractor can provide an estimate. Once you are in the design phase with your firm of choice, they should be able to lead you in the right direction so you don't exceed your budget.
LA County requires a 2-phase submittal which can take up to a year or more before you can even begin to build. There is talk about expediting this process. City of Pasadena is less than a year. This of course, does not include the time the County will need to clear the debris and do their own inspections before allowing anyone on the property.
From start to finish, I always estimate 18 months to 2 years. This has a lot to do with the construction process of materials, finishes and building inspections. These are a large part of construction decreasing or increasing the timeline.
